I don't use Reader.
Not for misunderstanding what it does, just because I have other means to keep track of blogs.

So can the app for iOS (I assume there are other mobile OS apps too) have the Settings able to choose to go to any of the 4 icons at the bottom?

I'd prefer Me, but others might choose Notifications or to write a new post when they open the app.
